GOES-9 XRS ReadMe

There is no GOES-9 XRS 3-second (high-resolution) data. No SWPC data files were available from the SEM directory, so there is no 3-second data. 
The SEM directory DOES have 1-minute (averaged) SWPC data files for GOES-9 XRS.
